Records Request

The Sheriff’s Office will have a filed copy of the report, within a few days of the incident. If the investigation is ongoing, the report may not be available, though you may be able to get a “public portion” of the report. Once the investigation has concluded and charges have been filed, your defense attorney will have access to the whole report. You can come to our Main Office on the first floor of the CCSO located at the Carteret County Government complex to request your report or by email.

Use the main entrance of the CCSO and wait for the receptionist to buzz you in to the main lobby. The hours are 8 a.m. to 5 p.m., Monday through Friday.

Unclaimed Property

The Carteret County Sheriff’s Office has in its physical possession found and unclaimed personal property described below. If you have any ownership interest in any of that unclaimed property and pursuant to the provisions of North Carolina General Statutes §15-12 through §15-16, this notice of unclaimed property and notice of sale is published to advise any person or persons who may have or claim to have any interest in the property listed below that they must report that claim to the Carteret County Sheriff’s Office on or before August 21, 2018, within thirty (30) days of the date of first publication of this advertisement.

The period for claiming the property listed above expires on August 21, 2018.  The items may be viewed Monday through Thursday between the hours of 9:00 AM to 1:00 PM.  The items will be listed for sale on www.Govdeals.com starting on August 24, 2018 and will be open for bidding until September 3, 2018.

Golf Cart Registration

To register your golf cart, please complete an application and select from one of the following options below.

Online
Once an applicant has completed the application, please email to the Carteret County Sheriff’s Office. Applicant should include a scanned copy of their liability insurance policy which covers the golf cart. If scanning is not possible, please make a copy and mail to the Sheriff’s office. Applicant must also submit the required application fee of $25.00 by cash, money order or cashier’s check. This fee can be mailed or returned to the Sheriff’s Office in person. No personal checks will be accepted.

Once the Sheriff’s Office receives the application, copy of the insurance policy and the application fee, an inspection of the golf cart by a deputy will be scheduled. After passing the inspection, applicant will be mailed a copy of the ordinance, their registration and the inspection sticker which should be affixed to the back of the golf cart.

Inmate Visitation

As part of CCSO’s COVID-19 prevention efforts, normal visiting will be canceled until further notice. CCSO values visitation as an essential part of rehabilitation, but at this time the Sheriff’s Office must make difficult decisions in order to protect the health and wellness of all who work in and visit our county jail. General Visitor Rules & Regulations

Visitation is a privilege that can be restricted or denied at anytime. Visiting hours are restricted to specific times for specific areas in the jail facility. Inmates are allowed 1 visitation per week on their assigned day. For detailed information, consult the inmate visiting schedule at the jail facility operated by the Carteret County Sheriff’s Office by making contact with a jail booking representative at (252) 504-4832.

Accommodations are made for one 10 to 20 minute visit per inmate per week. Visiting days are Monday through Thursday from the hours of 2:00 pm and 3:00 pm. Inmates are informed of visiting days and hours and are responsible for submitting a Visitor Approval List to a detention officer each month with the name of up to six (6) visitors; however, only three (3) visitors will be allowed up at one time. If an inmate fails to submit a Visitor Approval List, he or she is not eligible for visitation on that particular day. The inmate is responsible for deciding who can and who cannot visit him. If your name is not on the inmate’s Visitor Approval List, you cannot visit. All visitation is subject to unforeseen lock-down and other situations which may postpone or cancel all visitation.
  • Due to limited visiting space, only three (3) adults or one minor supervised by a parent or guardian may visit during the weekly visiting period.
  • Government-issued photo identification, such as a driver’s license, military identification, passport or state-issued ID card, must be presented by each adult visitor. Visitors who do not have proper identification will not be permitted to visit.
  • Visitors must be appropriately dressed. Shoes, shirts and appropriate underclothing must be worn. Visitors wearing suggestive clothing, transparent fabric, short-shorts or mini-skirts will not be permitted to visit.
  • Visitors will not be allowed to possess or use cellular telephones or tobacco products during visitation.
  • Visitors will not be allowed to possess any bag (pocketbook, backpacks, etc.) during visitation.
  • Juveniles under the age of 18 may visit an inmate if the visitor’s name is on the Visitor Approval List and must be accompanied by a parent or legal guardian who must present either a birth certificate or court documentation showing appointment of legal guardianship. Minors must be supervised at all times by the parent or legal guardian.
  • Visitors must remain in the assigned visiting room/area during the visit and will be denied further visitation if determined to be under the influence of alcohol or drugs.
  • Visitors may not give anything to or take anything from an inmate.
  • Proper behavior of all visitors is required.
  • Visitors who are loud and disruptive, fail to control the behavior of their children or otherwise violate Carteret County Detention Center (CCDC) rules may be asked to leave and could be banned from future visits at the CCDC.

Professional Visitors

Professional visitors may visit inmates Monday through Friday from 8:00am until 5:00pm. Professional visitors include law enforcement officials (detectives, probation officers, etc.), legal representatives (attorneys, paralegals, etc.) and certain medical service providers.

Clergy Visitors

Clergy Visits are permitted to visit inmates during special visiting hours. In order to be approved, you must present identification from the church you represent and a photo ID. You must call in advance of your visit and set up an appointment with a jail booking representative by calling (252) 504-4832.

Self-Reporting Inmates (Weekenders)

Self-reporting inmates (weekenders) on disciplinary restrictions and inmates who have not been classified are not eligible for social visitation.

Special Response Team

SRT_WSThe Carteret County Sheriff’s Office (CCSO) utilizes a County multijurisdictional Special Response Team (SRT) that has the responsibility of responding to any critical high-risk situations that may arise out of the Sheriff’s Office duties.The County Sheriff/Police SRT was organized by the Sheriff’s Office, Atlantic Beach and Pine Knoll Shores Police Departments in 2008. The County SRT also utilizes specialized medics from Carteret County E.M.S., Newport Fire Department and Pine Knoll Shores Fire Department. The mission of the County SRT is to bring a successful and safe conclusion to all critical high-risk situations.

The Carteret County Sheriff’s Office manages the county’s only jail facility. Located in Beaufort, North Carolina, the Carteret County Detention Center (CCDC) is responsible for the care, control and custody of Carteret County inmates and for the safety of staff and visitors. CCDC has an average daily population of 128 inmates with an average confinement of 24 days. No inmate is held except by court order or by other lawful authority.

Civil Division

The Civil Division of the Carteret County Sheriff’s Office is commanded by Captain T. Miller. The division consists of one Lieutenant (Lt. K. Jensen), one full-time deputy and one part-time deputy. Within this division the primary responsibilities of the deputies are to serve child support papers, subpoenas, civil summonses, and summary ejectment orders. This division also assists the public with foreclosures and providing service to plaintiffs who require assistance retrieving property or money as directed by the court.

Report a Grow House

In recent years, the number of marijuana grow operations has increased dramatically. Marijuana grow-ops will appear in homes or outbuildings in both residential, rural or commercial/industrial areas.
What are the Indicators of a Marijuana Grow Operation?
  • Rarely does anyone appear to be home
  • Higher than normal traffic in and out of the residence at odd hours, especially at night
  • Frequent loading and unloading of equipment (i.e. large fans, lights, plastic plant containers and bags of potting soil)
  • Residents and visitors avoid contact with neighbors
  • Blacked out windows or blinds drawn all of the time
  • Condensation on blacked out windows
  • Sounds of construction or electrical “humming” from equipment may be heard
  • Localized surges or decreases in power
  • A “Skunk” smell in the air, often at the same time each day or night
  • Little outside maintenance to exterior of property
  • Large amounts of garbage being produced by the household containing used soil and plant material
  • Bright lights coming from residence (High intensity bulbs are used by growers to accelerate the plant growth)
  • Warning signs are posted in windows or around the exterior of the residence (i.e. Beware of Dog, No Trespassing, Guard Dogs on Property, etc.)

What do I do if I suspect a house is a Marijuana Grow Operation?

Public awareness about grow operations and tips from the community have helped in the arrest and conviction of countless drug offenders. The Carteret County Sheriff’s Office encourages members of the community to take notice of unusual activities or the signs of a Marijuana Grow Operation and to contact the Carteret County Sheriff’s Department directly at (252) 728-8400 or you can make an anonymous report through CRIMESTOPPERS. What You Will Need

When you are registering, you will need:

  • The date and place of your conviction
  • The offense for which you were convicted

Notifying Us of a Move

Once you have registered with us (or re-registered upon moving back into Carteret County) you need to keep us informed if you move. You must notify us in person at the following address:

FINGERPRINT/LIVE SCAN SERVICES

***Important Information Regarding Fingerprinting Services***

In an effort to minimize the risk of exposure to COVID-19 for the Carteret County Sheriff’s Office personnel and the public, the Carteret County Sheriff’s Office is temporarily suspending fingerprinting services with the exception of those applying for concealed carry permits.

This temporary change in operating procedure will be reviewed as needed and modifications will be communicated to the public.

We thank everyone for their patience and understanding as we put in place these temporary measures in an effort to safeguard our employees, those in our charge, and the citizens we serve.


Hours of Operation – Services suspended

The Carteret County Sheriff’s Office currently offers both Live Scan “inkless” fingerprinting technology and ink fingerprints. Live scan is the process used to digitally obtain and transmit fingerprints. This technology complies with all national standards and formats and can be used in place of inked cards, regardless of where the cards are being submitted.

Once fingerprints are digitally obtained, they are transmitted to the Department of Justice (DOJ) and Federal Bureau of Investigation (FBI) as needed. The DOJ and FBI will evaluate the prints and transmit the results to the requesting agency within 3 to 14 days.

Residents interested in having fingerprints taken (at the request of the potential employer) may bring their own fingerprint card which is provided by the prospective employer. If a potential employer has given you a fingerprint card, or an OAI (Originating Agency Identifier) number, please bring that information so that we can transfer the information to your scanned and printed card. If a potential employer does not provide you with a fingerprint card, the Sheriff’s Office will provide you with one.

To ensure the safety of everyone and the efficiency of the Fingerprint/Live Scan services we ask for compliance on the following:

  • We can not print individuals with open wounds on their fingers
  • Lotion, or oil based products should not be worn the day of fingerprinting
  • All cell phones and non-medical related electronic devices should be turned off prior to entering our facilities.
  • Pets and nonessential individuals should not attend an applicant’s appointment.

Bailiff Division

The Bailiff’s are assigned to the courthouse for courtroom security. They also conduct routine inspections in the courthouse, maintain custody of prisoners in the courtroom and provide security for judges and jurors.

Civil Division

The primary responsibilities of the Civil Division is to serve child support papers, subpoenas, civil summonses, writ of executions and summary ejectment orders.

Concealed Weapon Permit

Since 1995, North Carolina has allowed qualifying residents of the state to obtain a permit to carry a concealed handgun from the sheriff of the applicant’s home county. The permit is valid for five years unless it is revoked. If you desire to obtain a concealed carry permit, you must apply in the county you reside in.

Criminal Investigations

This team is assigned to investigate misdemeanor and felony property crimes, including burglary, theft, motor vehicle theft, criminal mischief, trespass, and other crimes.

Application Process for Handgun Purchase Permits

Applications are available at the Carteret County Sheriff’s Office located on the 1st floor, 304 Craven Street, Beaufort. Office hours are 8:00 a.m. – 5:00 p.m., Monday – Friday; telephone (252) 728-8400. You may also apply online by clicking Handgun Application.

Pistol permits are issued to citizens of Carteret County for the protection of home, target shooting, weapons collecting and hunting. You must obtain a valid pistol permit whether you receive the weapon from a commercial dealer or a private person. The requirement also applies without regard to whether it is a transaction for money or a gift. If you submit the application, background checks will be conducted to satisfy the Sheriff’s requirements for good moral character.

G.S. 14-404(e ) reads as rewritten: “(e) The sheriff shall charge for the sheriff’s services upon receipt of an application a fee of five dollars ($5.00) for each permit requested.”*Fees are non-refundable and required by State Law. Applicant must meet all application requirements.

Pistol Permit Requirements

  • You must be a citizen of the United States
  • You must be a resident of Carteret County for at least 30 days prior to the date of applying. Proof of residency must be provided upon request. (Driver’s License or Photo ID Card)
  • You must be 21 years of age or older.
  • You must include three (3) references, who are not your family relatives.

DO NOT COMPLETE APPLICATION IF ANY OF THE FOLLOWING APPLY TO YOU

  • Criminal conviction(s) relating to Domestic Assault or Threats with Weapons
  • Under indictment or information for or has been convicted in any state, or in any court of the United States, of a felony
  • Under the authority of a Domestic Violence Protective Order or an Ex-Parte Order
  • Fugitive from Justice
  • Pending criminal charge(s) or criminal conviction(s) in relation to Marijuana or any other depressant, stimulant, narcotic drug or Controlled Substance within the last (5) years
  • Unlawful user of or addicted to marijuana or any depressant, stimulant, or narcotic drug (as defined in 21 U.S.C. § 802).
  • Adjudicated mentally incompetent or has been committed to any mental institution
  • Discharged from the Armed Forces under dishonorable conditions
  • Renounced your United States citizenship
  • Currently in the United States illegally

If you submit the application, background checks will be conducted to satisfy the Sheriff’s requirements for good moral character.

When you have completed the application, it may take up to 7, but no more than 10 business days for it to be processed. A non-refundable fee of $5.00 will be charged for each permit requested at the time of applying. Correct change is requested.

  • The Sheriff’s Office will keep the application on file for one (1) year beginning on the date application was approved. After one (1) year, it will be placed in inactive status and you will be required to complete another application.
  • Once application is approved by the Sheriff, applicant will be notified in a timely manner by the contact information provided on the application. Applicant must be present to pick up permit and present a photo ID.
  • Permits are good for five (5) years from the date of issuance.

The Sheriff will review any prior criminal charges or convictions. It is within the Sheriff’s discretion to deny or approve any handgun purchase permit(s).
